Gavin Newsom\u2019s January spending plan already projected a roughly $3 billion deficit for the coming fiscal year, according to a report.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The mistake, tied to the state\u2019s public employee retirement system, CalPERS, could shrink that projected deficit.
